As long as the address is "in scope" for the correspondant...
Randy's code puts a lot more effort into deciding valid scope
than lksctp. In lksctp we simply always remove loopback
from the list of valid addresses.
On a Linux box, bring down all interfaces except lo and you'll
see behavior closer to the Kame behavior.
